American author. Her books do have a religious (Christian) slant but it is reasonably subtle and should not put non-religious pony book fans off. Both of her horse-related series are aimed at the teenage market. I haven't read many of these but those I have are in my opinion superior to the other similar US teen pony series, although they do concentrate a lot on the competitive side (jumping and racing).
Ms. Snelling is also a prolific author of adult romantic fiction.
